A great horned owl, Speaker of the Night Parliament. She has been awake for every important thing that ever happened after dark; the parliament's records begin, effectively, with her blinking. Her ear tufts are not ears, and her stare is not a request.
She presides in deliberate silence. When she blinks — rarely, and always on purpose — the parliament falls silent with her.
The oldest owls say she is preparing a pronouncement. The younger ones say she is just enjoying the quiet. Both may be true.
