She was a kite-surfer, and now she rides sea-spray itself — the fastest eyes on the water. Spindrift's spray-form slips through rigging, under piers, and once through a closing elevator door, scouting the harbor in minutes. She reports everything. Everything. The Tidecallers run listening shifts.

She's been mapping the old smugglers' tunnels under the Drowned Quarter at Kingtide's request, and her reports have gotten so detailed the harbormaster has started a filing system just for Spindrift. She is thrilled. She has started reporting on the filing system.
